Letter: How is town controlling USCB building?
There has not been any discussion of the ownership of the building to be erected for the University of South Carolina Beaufort on Hilton Head Island.
The “tax increment financing” law under which this development is being financed states “all the projects are to be publicly owned.” The memorandum of understanding between the Town of Hilton Head Island and USCB states that the title to the property conveyed to USCB shall revert to the town if it “ceases to be utilized for the purposes of higher education and adult education services.”
No mention is made of the building because the town already owns it. So, is the town participating in the design of the building it owns? Is the town preparing a lease, spelling out the level of maintenance, or modifications to be made on its property?
