SC gas tax illogical, irresponsible for hybrid owner

Recently the South Carolina legislature passed a gas tax increase to fund roads.

I own a hybrid for several reasons: less gas expense, less emissions, and it is ecologically more responsible. Now the state legislature wants me to pay and extra $60 every two years because, even though I buy gas, I evidently don’t buy enough gas.

In that vein we could start charging bicyclists (they don’t use any gas but still use our roads) or even pedestrians. Where is the logic? Where is the responsibility?
