Who’s responsible for eyesore medians?

I’m wondering why all the medians on U.S. 278, S.C. 170, and Buckwalter Parkway look overgrown and unkempt. I find this very strange, especially during tourist season.

Are these medians under contract with a landscaping company or are they the responsibility of the town or county or state? If so, is there a workforce shortage that is causing this eyesore?
