Changes are coming to Bluffton golf cart laws. Here’s when, what’s happening

It’s no secret that Lowcountry locals love their golf carts.

From cruising through Old Town to rolling down neighborhood streets and even popping into grocery store parking lots, these carts have become a quintessential part of Bluffton life.

But just like any vehicle, safety is a top priority.

In an effort to protect residents and preserve Bluffton’s beloved golf cart culture, the town has recently approved a new law regulating golf carts, set to take effect Jan. 1, 2026.

Here’s what residents should know and how to get their golf carts travel-ready.

Why the change & why now?

The update follows a state law signed in May, requiring passengers under 12 years old in a golf cart to wear a seatbelt and allowing localities to either adopt their own additional rules and regulations for golf carts.

The Town of Bluffton began exploring changes to local law back in August and now, the new rules have been set.

Golf carts, low-speed vehicles and other similar vehicles in Bluffton are now required to have the following:

  • Seat belts for all occupants: All occupants riding in golf carts, low-speed vehicles and other similar vehicles must wear a seat belt.
  • Driver requirements: Drivers must be at least 16 years old and carry a valid driver’s license.
  • Minimum required equipment: A rearview mirror is required. If used before sunrise or after sunset, carts must also be equipped with functioning headlights, taillights and turn signals.
  • Registration & insurance: All carts must be registered with the South Carolina Department of Motor Vehicles, display a valid permit decal on the lower-left of the windshield and proof of liability insurance must be present when operating.

Bluffton officials say these changes are aimed at improving safety after six golf-cart–related accidents have occurred in town since 2024. Several of the incidents involved children and serious injury.

Where are golf carts allowed to be driven?

Here’s a look at where golf carts and specialized vehicles can be driven in Bluffton:

  • Carts may only travel on roads with posted speed limits of 35 mph or less, unless there is a designated lane.
  • Use on four-lane roads, roundabouts or traffic circles is prohibited. 
  • Carts may cross busier roads only at traffic-signal-controlled intersections.

Where the rules apply

The ordinance applies within the town limits.

That means it does not apply to nearby areas outside of Bluffton limits, like Alljoy, Fern Lakes or Lake Linden.

However, if you travel through Town-maintained roads, the rules apply even if your home is outside Bluffton. Roadways in unincorporated Beaufort County are not subject to this new ordinance.

Enforcement

Violation of the ordinance may result in fines up to $500 or up to 30 days in jail for serious offenses.

Law enforcement will begin stopping drivers in violation of the law and start issuing citations after Jan. 1, 2026.

How to prepare your golf cart

Many carts don’t come equipped with seat belts. Luckily, kits are widely available online or through local golf-cart dealers and mechanics.

Most seatbelts are priced between $15 and $50, and a few options for purchasing include:

You can also contact your local golf cart shop to see if they have seatbelts in stock or if they can place an order for you. Always ensure that the seatbelt is designed for your golf cart.

So, before hitting Old Town in your golf cart, make sure it fits all of these requirements:

  • Seat belts are available for all seats 
  • Ensure you have a rearview mirror
  • For nighttime use: install working headlights, taillights and turn signals
  • Register with SCDMV, get the permit decal and obtain liability insurance
  • Keep proof of registration and insurance in the cart at all times
