Robert Graves, who owns a 133-acre parcel along U.S. 278 near the Okatie River, has tried for years to get the rural property rezoned to allow a large commercial and residential development.

It has been well documented that clashes with Beaufort County leaders have stalled, and continue to stall, those plans.

The latest chapter in the saga took place earlier this week, without any resolution.
