I have been using the Hilton Head Island paths for 15 years, both walking and riding a bike.
I have witnessed accidents and seen near accidents due to bikers approaching a walker from behind without a warning. Not having a warning device, such as a bell, is similar to operating a car without a working horn.
All bikes -- both rented and privately owned -- should be required to have a warning bell or other device.
