It's time to find out what we can do without

President Ronald Reagan was known for his quips, such as, "The closest thing to eternal life is a government program." We have many such examples.

Our foreign aid program goes to 158 countries (even China), and I wonder whether any program of that type has ever been terminated. We have troops in many countries (even Germany, with more than 60,000 stationed there some 65 years after World War II ended).

All such programs should be reviewed and trimmed. This is in addition to the big three entitlement programs -- Medicare, Medicaid and Social Security.

Widespread application is essential for success.
