City's waterfront park needs closer attention

I'm appalled at the condition of Beaufort's Henry C. Chambers Waterfront Park just a few years after it was refurbished.

The bollards the chains hang from along the edge of the seawall are chipping. Some of the chains are in good shape, but it is almost like specifications were changed during the job, as so many are rusting and in bad shape.

But most importantly, cement tiles appear to be failing. The metal reinforcing bar is visible in many of them, and I saw it actually coming up through the cement in some cases. I saw tiles near the playground with "rebar" sticking up 2 inches, but when we walked through on Christmas Eve it appeared they had been hammered down.

Does anyone inspect the park? Is the contractor still being held accountable?
