It seems crazy that the Palestinians would risk the disproportionate Israeli response to their ineffective rockets once again.
As of Saturday, July 12, there were no Israeli casualties compared to 120 Palestinians killed.
I think the answer is dignity through resistance. They are relatively powerless versus Israel militarily and economically, particularly given the U.S. funding of Israel to the tune of $8 million a day and its backing of Israel in the United Nations when the rest of the world tries to hold Israel accountable for violations of human rights and international law.
At the same time, Palestinians are demonized and dehumanized in the U.S. media. Israel is always the victim, while the Palestinians are the aggressors, a frame which serves Israel well.

Given the ongoing loss of Palestinian territory as more and more Israeli settlements are constructed; given the destruction of 28,000 homes while no Israeli homes have been destroyed; given the system of walled separation and social control referred to elsewhere as apartheid; given that Gaza itself is considered the world's largest open-air prison; given the extreme poverty and humiliation that many Palestinians face every day; it makes sense for them to assert their dignity and resist such a regime and such a life.
If one attempts to get such realities attended to, one is smeared as anti-semitic and anti-Israeli. Thus, the media and politicians go to great lengths to make Israel the victim. The truth is otherwise.
