How is Kroger getting away with those signs?

Someone please explain to me how Kroger can build a multi-million dollar facility at Shelter Cove and have a $100 wooden sign directing you to the super market? If that is not disgraceful enough, another 150 yards down U.S. 278 there is a sign letting us know the price of gas at the Kroger gas station. The town of Hilton Head has many restrictions on signs, and I am wondering if this is a "Leave the big boys alone" or what?
