Don't pay foreigh states undeserved 'tribute'

During Thomas Jefferson's presidency, the Barbary Coast states of Tunis, Algiers and Tripoli demanded tribute to stop raiding American shipping. Jefferson's reply was "Millions for defense, but not one cent for tribute."
