I keep reading about South Carolina's highway funding problems. It is not hard to see some of the causes.
In 1927, construction started on New York's George Washington Bridge. It was designed to permit two levels of traffic lanes though the original construction only had one (the upper level, so that the second level, when needed could be built without affecting traffic on the existing level). They planned ahead. The bridge was opened to traffic in 1931, less than four years after construction started. The second lower level opened in 1946.
The Bluffton Parkway was started with only a vague idea where it would begin and end and an even more vague idea of how it would get there. The first phase opened in 2002. They built another phase to reach Buckwalter Parkway. They later decided it didn't go the way they wanted, so they designed another route.
Here we are 11 years later, and still no one has figured out exactly what the end result will be or when it will happen.
