Four more businesses have confirmed they will be tenants at Shelter Cove Towne Centre, as the new Hilton Head Island shopping plaza and residential development continues to take shape.
Developers also said Friday they have completed plans for the center's waterfront community park, and construction could start in the next few weeks. Work on apartments planned for the center will begin after the park is finished, they said.
"I think this is turning out to be the destination we thought it would," said Matt Mills, senior vice president of Blanchard & Calhoun Commercial, the center's Augusta, Ga.-based developer.

The stores should open this fall, mall manager Roni Allbritton said.
With the new stores, the center will be about 85 percent full. It is negotiating with other companies to fill remaining space, Allbritton said. She declined to identify those companies.
The 290,000-square-foot center is anchored by Belk and Kroger and is expected to create more than 450 jobs and generate $5.1 million in sales-tax revenue, developers have said.
Plans for the waterfront community park at Shelter Cove were approved by a town panel Tuesday.
Mills said his company still needs to acquire permits before it can build. He hoped construction could begin in two weeks and be finished by fall.
The 5-acre park will bisect the 42-acre shopping center and run along Broad Creek.
Plans include an open-air pavilion with restrooms, a fountain, a playground with swings, and a central lawn with shade structures and benches.
Three more lawns, bike racks and an event plaza with public art would surround the central lawn. Drawings also show a pavilion for performances and a promenade parallel to the creek that would connect to trails leading to a new Chaplin Linear Park, according to town documents.
The town has agreed to split the park's estimated cost -- as much as $4.5 million -- with the developers, according to town director of community development Charles Cousins.
LIVING AT SHELTER COVE
After the waterfront park is built, the current community park will be replaced by an apartment complex, according to plans. The developers also will build apartments on the west side of the center near Newport Drive.
The complex in the former park would have as many as 210 apartments and a multi-level parking garage, according to the plans. The Newport Drive complex would house as many as 50 rentals.
Plans for the apartments are preliminary and still need approval from the town Planning Commission and Town Council, Cousins said.
Work might start next year, according to Mills.
Town officials and developers have said the apartments would expand an island rental market that lacks options for consumers.
"This could be a way to get a rental market going on the island," Mills said.
