VA problems have existed for years

It was a spectacle of a true patriot: Gen. Eric Shinseki taking the fall for the president for the actions of decades of inept bureaucrats. It was sickening.

VA hospitals have operated in this fashion for ages. Artificially inflated patient volumes, expenses, working hours, etc., are the norm to obtain funding and performance bonuses and justify patronage hiring. Once treated, quality of care is acceptable, but the culture of operations is the real culprit.

The leader had no chance of remedying the root cause of the problem. The VA has provided a wonderful template for Obamacare.
