Do U.S. agencies have their arms tied?

There have been 1,713 rocks thrown at border patrol agents since 2010, according to a March 21 article. The number of agents killed in the same time period: three. Border Patrol Chief Michael J. Fisher has ordered his men to stand down during these assaults instead of firing their weapons.

These rock-throwers are the individuals a Catholic bishop wants to welcome into our country the way the holy family was welcomed into Egypt? I would like to inform the bishop that the holy family was not throwing rocks when they entered Egypt.

With the greatest intelligence agencies in the world -- the CIA, FBI and NSA -- no arrests have been made concerning Benghazi and no information has been reveled about Lois Lerner and the IRS. Are these agencies also being told to stand down? Could the Obama administration be benefiting from this?
