Sales tax increase would hurt the poor the most

Gary Kubic, Beaufort County's administrator, proposes that the county raise its sales tax to pay for yet-to-be-proposed expenditures. Sales tax is regressive, impacting the poor more than the rich because the poor have to spend a greater portion of their incomes on necessities subject to the sales tax. I assume Mr. Kubic knows this. It's heartless to propose paying for improvements on the backs of the poor.
