Hilton Head leaders leave questions unanswered

info@islandpacket.comNovember 10, 2013

I'm confused and disappointed about Hilton Head Island Town Council removing from its October meeting agenda a discussion about the proposed University of South Carolina Beaufort campus in the Forest Beach/Coligny Circle area and scheduling a November workshop instead.

My questions haven't been addressed. I hope they will get answered.

Who from Hilton Head is assigned to manage this capital project? What is that person's experience in architecture/construction and management of municipal funds? List size and budget costs of previous projects managed.

Is USCB tax-exempt? How will the increased demands on city services be paid? Sales taxes from students won't bridge the enormous impact on our infrastructure. As a result, property taxes will increase. Will USCB have private campus police? What's the impact to Hilton Head infrastructure -- water, sewer, electric, trash, emergency services? What's the cost of that increased demand? Who pays for extra demand? Who pays to increase water supply, widen sewer pipes and add additional police to work after-hour shifts?

What's the solution to extreme traffic and the impact to lost tourism due to traffic? Which roads were studied, and what models were used? What roads are designated to be widened? Will traffic lights be added? What's that cost?

Have geotechnical/environmental studies been completed? What are the results? What's the contingency plan of unexpected environmental delays?

How much money has been spent to date on this project? Is council willing to walk away if studies show this isn't feasible or if citizens don't endorse it?
