Charge offenders at waste transfer sites

I disagree with the idea of having to pay Beaufort County for a decal fee to drop off my waste at county facilities. I already pay for the service, so why do I have to pay twice?

Let the offenders pay the price of illegal dumping. I propose using a system similar to DUI roadblocks. Occasionally, station a police officer inside the dump area to check for out-of-county violators (this way the officer will catch them in the act). Issue citations that carry a hefty fine to discourage repeat offenders. The county would make money from fines, not decals.

Operating costs for the transfer stations return to normal.
