Obstructionism doesn't equal good governance

I recently received a flier from a person running for the 1st Congressional District in the March 19 primary. In it, he promises to "not cut deals with Barack Obama," and he further promises to be the person "we need fighting Obama and Washington."

Do we really want to elect people to Congress whose avowed purpose is to obstruct whatever "Washington" proposes? Is this what our democracy is all about or is this more properly termed obstructionism?
