Elizabeth Moffly, a candidate for the 1st Congressional District, speaks Wednesday in Sun City at an event sponsored by the Republicans of Sun City Hilton Head. Moffly is a member of the Charleston County school board and ran in 2010 for state superintendent of education. She is among 16 Republicans and three Democrats seeking the seat vacated by Tim Scott, who was appointed to the U.S. Senate. The district includes parts of Beaufort County.
