Drivers crossing the Harbor River Bridge between Harbor and St. Helena islands were delayed Tuesday after the swing bridge malfunctioned. The bridge was closed to traffic for about 45 minutes after locks that hold the swing span in place jammed. The bridge reopened at 11 a.m., and traffic moved slowly for several hours. Robert Clark of the S.C. Department of Transportation said Tuesday afternoon that the bridge was repaired, inspected and working properly. It will be reinspected today, he said.
