Annexation, zoning requests could signal large Port Royal commercial property

  • In other business, council:

  • Discussed extending the landscaping contract with The Greenery for a second year at a cost of $168,523. The original contract was for $162,390.

  • Discussed paving that starts this week on 9th and 11th streets between Paris and London avenues and 15th Street between London and Richmond avenue. Work is expected to be competed by the middle of next week.

  • Discussed further improvements and planning possibilities that could bolster a sale of the Port of Port Royal.

  • Discussed implementation of a possible rental property ordinance to helps track property owners, managers and tenants in an effort to ensure properties are maintained. No first reading was scheduled.

  • Heard a report from Police Chief Alan Beach that said the extended hours at the police station are going well. The station is now open until 8 p.m., instead of 5 p.m., Monday-Friday.

  • The town of Port Royal is considering several annexation and rezoning requests that could create a large commercial area off Robert Smalls Parkway.
  • Town council discussed in work session Wednesday proposals for a total of almost 17 acres of adjoining land where the parkway meets Savannah Highway. Attorney David Tedder spoke on behalf of the property owners.

    "This creates something that I think is marketable and could work (well)," he said.

    Tedder said no specific proposal is forthcoming to develop the land.

    The first is 11.65 acres at 860 Robert Smalls Parkway. The northern section would allow general commercial use while the southern section would be zoned for highway commercial, which allows more kinds of businesses than the general commercial category.

    The Metropolitan Planning Commission suggested a small, western, marsh-front section be zoned residential to provide a buffer between the marsh and potential development. Tedder said there have been conversations with the Beaufort County Open Land Trust about preserving that land.

    On both sides of the land being considered for annexation is property that has already been voted into Port Royal. Property owners are requesting those 5.09 acres be rezoned similarly, with the northern sections general commercial and the southern portion highway commercial.

    Town planner Linda Bridges said these properties have been considered by council in the past.

    Council is expected to take the first votes on the proposed ordinances at Wednesday's meeting at Town Hall.
