Why no seat belts for children on buses?

All the talk about installing cameras on school buses makes me wonder how many parents realize Beaufort County's school buses do not have any seat belts -- except for the driver.

Parents can be cited if they neglect to buckle up their children in their private vehicles. But our children routinely ride in school buses that don't even have seat belts installed for the children.

How can this be?
