A ceremony and open house for the 26,000-square-foot building was planned for Nov. 19, but now it's not clear when they will be held, she said.
The facility at 100 Clear Water Way in Burton, near the intersection of Castle Rock and Grober Hill roads, will be the department's new home. The current location -- 1804 Old Shell Road in Port Royal -- might become the Beaufort County Coroner's Office, Wagner said.
Planning on the new building began in 2004, and construction started about a year and a half ago, she said.
The department's programs include an early intervention program for children, a day program for people at least 21 years old and a residential program for adults.
Donations are still needed for a garden that will be in the center of the building, which will include plants, trees, a fountain, benches and bird and butterfly feeders.

Eckford opened her one-woman shop, Alterations by Izella, in July in the Sam's Point Office Park on Lady's Island. She does alterations, clothing commissions, furniture upholstering, drapes and more.
Eckford spent years working as a nursing assistant on Hilton Head Island, until one day her car was hit head-on during the commute to work. She examined her life -- then called into work and quit.
Since about 2000, Eckford has worked in several locations around Parris Island, Lady's Island and St. Helena. The new shop at 12 Fairfield Road, Unit 3A is open 9 a.m. to 5 p.m. Monday through Friday and 9 a.m. to 2 p.m. Saturday.
