1. Why should people vote for you?

I have had years of experience managing large amounts of money and personnel. My banking background has taught me the value of checks and balances on a day-to-day basis. I know the importance of the establishment of rigid enforcement of controls that protect the public interest. I relate well to people of all levels and realize the absolute need for open and clear communication between all governmental agencies and the public. I believe that I can work well with the County Council and the county administrator to work through all the issues that face the county and more specifically the Treasurer's Office.

2. What are the three most important issues you would address if elected and how would you address them?

Accountability. The treasurer and department staff are statutorily exempt from many Beaufort County policies. It is the duty of the treasurer to recognize the absolute responsibility of the office to the electorate and to adhere to the most stringent of county policies. As the chief fiduciary officer, this office must be a model of open access, and rigid controls and policies that support both ethical and professional standards reflective of the public's reasonable expectation that responsibilities being carried out under the elected position of treasurer are being fulfilled at the highest level of performance. Accountability to the electorate is a paramount concern.

Controls. The treasurer's position in both the public and private sectors requires the establishment and rigid enforcement of controls that protect the public interest. Communications with other governmental agencies, the public, financial institutions and the media must be open, responsive efficient and maintained in the spirit of full disclosure.

Performance. Measures of performance are required to be stringent in providing the best service the public deserves. Performance measurements are necessary throughout the entire Treasurer's Office, starting with personnel and extending to timely distribution of monies to all governmental agencies. It is also reflected in the return on investments as it relates to negotiated contracts and timely and efficient handling of all monies that flow through the treasurer's office.

3. What other issues do you see as important?

The need to restore confidence in the Treasurer's Office. Get every function possible automated. There are just too many functions being done by hand in notebooks. Have all personnel attend customer service training classes. Find more effective and efficient ways to better serve the electorate.

4. What specific steps will you take to make government more open and accessible to the public?

I will be available every day possible to any taxpayer. I would like to make a report to the public on a quarterly basis on the progress we are making to improve our service to the taxpayers of Beaufort County. I will attend all County Council meetings and make reports to them as requested.

I have been married to my wife for nearly 48 years. There is an interesting story about how we met, but that is for another time.
