A 54-year-old Hilton Head Island man who held police at bay at his island home Aug. 18 surrendered to Asheville, N.C., police Tuesday night after a nearly two-hour long standoff in that city's downtown, according to the Asheville Police Department.

Kenneth Eldimore Allison was taken to a Mission Hospital Systems facility in Asheville to be evaluated after surrendering about 7 p.m., Capt. Daryl Fisher said. Allison holed up in a black Chevrolet Camaro for about two hours before surrendering to police, Fisher said.

No weapons were found in the vehicle and Allison was not been charged with a crime, Fisher said.

It's unlikely charges would be filed against him in Asheville, Fisher said.

"We knew that he had weapons on Hilton Head and we had concerns about his mental state," he said. "He became very agitated, so we backed off, cordoned off the area and began speaking with him."

Tuesday's incident began when a real estate agent called police about what was described as Allison's odd behavior on Monday.

Allison went to an Asheville Remax office that day, saying he wanted tobuy some property, according to an Asheville department release.

The Remax business owner called police and said Allison had been behaving strangely while working with an agent. The owner told police that after being shown some properties, Allison remained in the business' parking lot for more than an hour, apparently cleaning out his trunk.

The owner then did an Internet search on Allison and learned about the Hilton Head incident, the release said.

Concerned Allison would return to the office, the owner called police.

At about 4:30 p.m Tuesday, an Asheville officer saw Allison's vehicle on Haywood Street and attempted to stop him to check on his welfare.

Allison initially refused to pull over, the release said.

When he did stop, he refused to get out of the car and police cordoned off the area.

About 12 officers, including the Crisis Negotiation Team, remained in the area -- a busy business district -- to try to speak with Allison by cell phone, Fisher said.

"He finally got out of his car and surrendered," he said. "It was a good outcome."

Less than two weeks ago, Allison kept Beaufort County Sheriff's Office deputies at bay for nearly four hours at his High Bluff Road home.

Allison had called 911 repeatedly throughout the day to say his bank had "stolen" his boat after a payment dispute.

During that standoff, Allison displayed several weapons, including a rifle, a shotgun and a bow and arrow.

SWAT team members later stormed the house and arrested him, the sheriff's office said. No one was injured. Deputies found the weapons and marijuana.

In that incident, Allison was charged with unlawful use of 911 and possession with intent to distribute marijuana. He was evaluated at Hilton Head Hospital, before being taken to the Beaufort County Detention Center.

Allison was released after posting bond Aug. 23, which had been set at $20,000, according to the jail log.

Beaufort County authorities said Tuesday night there are two active warrants for Allison's arrest here -- one filed by Beaufort Police for allegedly threatening a detention center employee Aug. 23, and a unlawful communications warrant filed by the Sheriff's Office.

Last weekend, Sheriff's Office deputies went to Allison's home to serve him with the unlawful communications warrant, but he was not home, said Capt. Bob Bromage.

Investigators found a back door open and searched the area for Allison, but were unable to find him, he said.
