Similar to flood insurance, the government will cover every U.S. citizen for catastrophic health care: non-elective surgeries, in-patient hospital care, cancer treatment, certain abortions, etc. No more Medicare. No more Medicaid. No more bankruptcies. No more loss of coverage. No more pre-existing conditions. The monthly premium would be about $100 a person; a maximum of $300 for a family. Everybody pays.
People will, if they want to, buy their own regular-service health care policy, covering such things as out-patient services, routine exams, routine tests, X-rays, mammograms, colonoscopies, medications, routine emergencies, such as stitches, broken bones, shots. They could buy it through an employer or non-employer exchange.
Policies would be sold in all states. Premium prices would depend on how much coverage you want from your policy (subsidized for low-income people). There would be riders for most abortions (no government subsidy) and other elective surgeries. Maximum out-of-pocket deductible would be $2,000 a year.
