Former Beaufort County clerk drops claim against judge

A former deputy Clerk of Court decided last month to drop her accusation that she was threatened by a Beaufort County judge.

In a Beaufort County Sheriff's Office incident report, former deputy Beaufort County Clerk of Court Janice Young told investigators that Beaufort County Drug Court Judge Manning Smith threatened her during a phone call June 16.

The report said that Young told deputies that Smith "the husband of her boss, Beaufort County Clerk of Court Elizabeth Smith" was upset that Young had shared some financial information regarding an S.C. Ethics Commission investigation into the Clerk's Office with County Finance Director David Starkey.

Young told deputies that Manning Smith told her that "... handing your boss over was like me saying, 'I'm going to murder you, Janice, shoot you in the head and spatter your brains all over the sidewalk,'" according to the report.

Two days after being interviewed by Beaufort County Sheriff's Office investigators, Young told deputies that she did not wish to pursue criminal charges against Smith, saying, "I don't want to prosecute Manning for his actions, at this point, but I want to make sure that everyone understands that I believe his actions were totally inappropriate and caused me great concern."

Young no longer works at the courthouse, though Elizabeth Smith would not say Wednesday when she left or the circumstances surrounding her departure.

Attempts to reach Young were unsuccessful.
